Does a Soldier still have health insurance when he's off base and on way back 2 States?
A soldier who was based in Afgahnistan was on his way back 2 the States and got into a car accident. Does he still have health insurance 2 cover his bills or does he have 2 wait until he pays out of pocket 2 leave?

When Active they have Tricare for insurance that covers them whether they are base or off base, working or on vacation. Now there could be issues if in a foreign country where they might have to pay and then be refunded but it can depend on the country they are in.
If in the US he does have to call Tricare about it. But the question should be if be was returning from deployment (Afghanistan is not a place they are stationed at) and returning to the US why was he in a car accident? Transportation would be provided by the military and he usually isn't by himself.
Now if this a guy asking you for money because of bills then it is a scam. They are not in the military at all, it is a scam
ETA: Marine5 has NO idea what he is talking about saying that if you are injured in a POV it isn't covered, yes it is, you are an employee and that is your medical insurance. Now you wouldn't be able to get disability for that injury unless it is proven that you had it before the accident or your working afterwards caused more problems.

Unless you are simply too thick to realize it, the theme of most of the other answers is that you are being scammed. You are being lied to by a scammer, most likely from Nigeria or eastern Europe.
There is absolutely no reason why you should send any money to a Soldier - unless you simply want to watch it dissapear and "he" asks you for more funds.
I recommend that you break contact with this scumbag; or, if you simply like the faux-romanticism, then just don;t send any money.

If he's asking for money to cover the medical bills, he is scamming you. All military personnel have medical coverage 24/7/365. Even while on leave and on his way back from.anywhere in the world.

If he/she was in a POV accident...even on Base...
He/She is responsible for his own Medical Bills...
That is what you have Car Insurance for...
The Military stopped paying for POV Medical Bills,
Disabilities etc over 40+ years ago...
You can not get a Medical Discharge/Compensation for
any of those Injuries...
Yes, the Military has the right to Recoup any monies you owe
for any Medical Treatment you received from any Military Medical Facility
or Personnel...resulting from that POV Accident...
That is why you are required to HAVE FULL POV Insurance coverage...
